★take the floor意味は、人が集まる場所で発言する、スピーチをする。
to speak during a discussion or debate, especially for a long time so that nobody else is able to say anything - 使用例：

ジュネーブにあるWTOの最高意思決定機関の前の会合では、日韓以外のどの参加国も議論に加わらなかった。
まぁ、そうでしょうね。日本が決める内容をWTOで訴えても誰も聞かないでしょうね。それ以前にうそつき韓国には、大体の国がうんざりしているはずなので。
できれば、このまま断交という方向に行かないものでしょうか？
