来年の2022に独自の宇宙ステーションの打ち上げも計画してますし、アメリカも恐れる存在になりつつあるわけです。

Etymology dictionaryによれば、late 14c., "of or pertaining to the earth," with + -al + from Latin terrestris "earthly, of the earth, on land," from terra "earth".とあります。ラテン語のterrestris 由来のようです。最初の4文字のterr、テラですがこれは地球を意味しますね。テラス(terrace)も台地のことで、地上の意味が入ってます。
意味
Oxford learner's dictionariesによれば、(of animals and plants) living on the land or on the ground, rather than in water, in trees or in the airという事で、「地上の」という事です。
