河野さんのツイッターフォロワー数って220万人。人気がありますね。
英語もうまいし、説明も簡潔、マスコミにもぴしゃりと言う事を言う。
彼は、米ジョージタウン大学卒、その前はコネチカット州の私立サフィールドアカデミー寄宿学校に通ってたそうです。
その後、富士ゼロックスで数年間働き、政治家へと言う経歴をお持ちです。
やはり、原稿を見ずに、ロジカルに、英語でまくしたてるような人でないと、日本を引っ張って行くことは難しいと感じます。

Etymology dictionaryによれば、1520s, "to make a brief, harsh, grating sound," often in reference to bird screeches; the word often is said to be echoic or imitativeとあるので、たぶん擬音語として使われたのがルーツじゃないでしょうか。その音は心地良いものではなくて、耳障りな音ですね。
意味
Oxford learner's dictionariesによれば、1)to give or receive a sudden sharp painful knock、2)jar (on something) | jar (something) で、to have an unpleasant or annoying effect、3)jar (with something)で、 to be different from something in a strange or unpleasant wayとあり同義語は clash、と説明があります。
1)は「(ギーギー・ガタガタ)きしる」、2)は「不快な感じを与える」3)は「~と調和しない」くらいな意味でしょうか?
