今日は"Japan looks to raise 2030 emissions reduction goal to at least 40%"と言う記事からです。

formidable、、、多分復習になると思います。

さて、温暖化の話ですが、日本は2030年の温室効果ガス排出削減目標を2013年度の水準と比較して、少なくとも40％に引き上げるようです。

このため、CO2排出量が比較的少ない天然ガスの火力発電所の利用を増やし、石炭火力への依存を減らすことを目指しています。

また、再生可能エネルギープロジェクトを拡大することも検討しています。

やはり、燃料電池発電所、燃料電池自動車、いわゆる水素エネルギーがキーになるのでしょうか？

Etymology dictionaryによれば、mid-15c., "causing fear," from Old French formidable (15c.), from Latin formidabilis "causing fear, terrible," from formidare "to fear," from formido "fearfulness, fear, terror, dread." Sense has softened somewhat over time, in the direction of "so great (in strength, size, etc.) as to discourage effort."とあります。

ラテン語の「恐れる」と言う意味のformidareが大元のようです。恐ろしいの意味から、だんだんと良い意味にも使われるようになったみたいです。

意味

Oxford Learner's Dictionariesによれば、if people, things or situations are formidable, you feel fear and/or respect for them, because they are impressive or powerful, or because they seem very difficult と言う説明があります。ずばり「恐ろしい」、もう一つが、「畏敬の念を起こさせるほど（ほど素晴らしい）」です。前者は「手ごわい」と訳される場合が多いような気もします。

補足
tackleは、タックルですが、ここではto make a determined effort to deal with a difficult problem or situationの事です。「～に取り組む」ですね。
