今日は"My summer vacation abroad: Family, friends and a vaccination"と言う記事からです。
reclaimは何回か登場しているので復習です。
さて、日本のワクチンの展開が遅すぎて、日本に何年も住んでいる外国人の方が、母国で接種を受けようと奮闘されているようです。
まぁ、そうですよね。
遅いばかりか、行政の対応もいまいち。
高齢者のワクチン予約が始まってますが、PCやスマホを駆使して、いろんな情報、口コミを読んでやっと予約できるわけですから、高齢者の方にはちょっと難しすぎる。
日本は、もともと感染者、死亡者が海外に比べれば格段に少ないし、そのうえ政府にはワクチンアレルギーもあるので、進まないのは無理もないですが。

Etymology Dictionaryでは、early 14c., "call back a hawk to the glove," from Old French reclamer "to call upon, invoke; claim; seduce; to call back a hawk" (12c.) and directly from Latin reclamare "cry out against, contradict, protest, appeal," from re- "opposite, against" (see re-) + clamare "cry out" とあります。
ラテン語のreclamareが語源です。直訳では「再び叫ぶ」となります。叫んで何をするのかよくわかりませんが、1回目に叫んだことがちゃんと理解されていなかったので、もう一回叫んで 「正しい状態に立ち返らす」というニュアンスがあるのでしょうか。
意味
Oxford Learner's Dictionariesによれば、to get something back or to ask to have it back after it has been lost, taken away, etc. と説明があります。「～を取り戻す」です。再要求する、埋め立てるの意味もあります。

補足
unconvincedはもはや形容詞で、not believing or not certain about something despite what you have been toldのことです。文章では、be unconvinced that～の用法です。このthat節は名詞節で、be + 形容詞（感情を表す）+ of that～のことで、of（～について）が省略されたものと理解してます。
