今日は"Moon’s Olympic absence points to protracted stalemate with Japan"と言う記事からです。
disparagingは勿論、disparageの現在分詞ですね。
さて、韓国のムン・ジェイン大統領が東京オリンピックの開会式にあわせて検討していた日本訪問を見送ったようですね。
革新系のハンギョレ新聞は、ソウル駐在の日本の総括公使がムン政権の対日外交姿勢をめぐり不適切な発言をしたことに触れ、
「日本政府の姿からは対話を通じて問題を解決しようという意思が見当たらない」として日本政府が韓国に対する態度を変える必要があると主張しています。
相変わらず、いらいらさせる国ですね。
いっそのこと、オリンピックもボイコットして欲しかったです。
今後も、日本国民一同もっともっと厳しい態度で反日韓国には望まないとだめですね。勿論韓国人にいい人はいっぱいいることは理解しています。

disparageは、Etymology Dictionaryによれば、late 14c., "degrade socially" (for marrying below rank or without proper ceremony), from Anglo-French and Old French desparagier (Modern French déparager) "reduce in rank, degrade, devalue, depreciate," originally "to marry unequally, marry to one of inferior condition or rank," and thus, by extension, to bring on oneself or one's family the disgrace or dishonor involved in this, from des- "away" (see dis-) + parage "rank, lineage" (see peer (n.)). とあります。
古フランス語のdesparagierが語源でしょうか？des-「離れて」＋parage「ランク付け」に分けられます。当初は「身分の低い人と結婚する」だった意味が「品格が落ちる」になったような感じです。単語の中に埋め込まれたpar「等しい」に注意すれば、これにdisがついているので意味が想像できます。
disparagingはこれの現在分詞で、既に形容詞化してます。
意味
Oxford Learner's Dictionariesによれば、suggesting that somebody/something is not important or valuable と説明があります。「（人・物）を見くびった、見下すような」です。

しかし、それは日本の外交官のムン大統領について見下したコメントであり、日本との関係を改善するためのムン大統領の努力を「自慰行為」に例え、最終的にはこれがムン大統領がオリンピックに訪れることを思いとどまらせた。
補足
dissuadeは、persuadeの反対で、to persuade somebody not to do somethingの事ですね。
