eradicateは復習かもしれません。radishと似ていると感づけば意味が推測できそうです。
さて、よくわからない韓国の話ですが、なにやら、差別禁止法が、韓国の市民、特にLGBTの若者に大きな打撃を与えているようです。
法律はあっても、保護の欠如がさまざまな差別的慣行につながり、LGBTの若者に対する嫌がらせを悪化させているようです。これは米国の調査の結果です。
一度合意した国と国の約束も守れない国が、法律を作ったところで、、、と思ってしまうのは私だけでしょうか？
韓国は法治国家ではないと言う記事をよく見かけますが、三権分立が正しく機能していないことは確かなようです。怖いですね。。。

Etymology Dictionaryによれば、from Latin eradicatus, past participle of eradicare "root out, extirpate, annihilate," from assimilated form of ex "out" (see ex-) + radix (genitive radicis) "root" (from PIE root *wrād- "branch, root"). とあります。ラテン語のeradicareが由来です。eはex-の事で「外に」、語幹のradicareは変化形でしょうか、radixで「根」という事で、「根ごそぎ引っこ抜いてしまう」というニュアンスのようです。根と言えば、大根、radishですが、これもradixから来ているのでしょう。
意味
Oxford Learner's Dictionariesによれば、to destroy or get rid of something completely, especially something bad、同義語はwipe out、 と説明があります。「～を根絶する」です。もともとの意味の「根ごそぎ引っこ抜いてしまう」に通じる意味です。

「そのような法律が、それ自体で差別、偏見、汚名、社会的疎外を一夜にして根絶することは出来ないが、多くの人々に希望と安全を与え、韓国が真に多様性の受け入れを促進することにコミットしていることを公に示すだろう」と手紙は述べた。
補足
in and of itselfは見かけないイデオムですね、「それ自体には」の意味だそうです。stigmatizationはtreatment of somebody that makes them feel that they are very bad or unimportantで「汚名を着せる事、非難すること」、marginalizationはthe process or result of making somebody feel as if they are not important and cannot influence decisions or events; the fact of putting somebody in a position in which they have no powerと長たらしい説明になります。「疎外化」とかですかね。inclusionは the fact of including somebody/something; the fact of being includedと言う説明ですが、「多様性の受け入れ」と言う訳が良いかと思います。
