さて、菅首相最後の大きなお勤めである第1回クワッドサミットが目前です。
退陣目前の異例の訪米は、バイデン米大統領からの招待だったようです。「退陣が決まっているにもかかわらず、大統領は『直接会いたい』と言ってきた」との事。
このクワッド会議、オーストラリアとフランス間で起きた潜水艦の問題が勃発した中で開催されます。
中国や北朝鮮、韓国、ロシアに近い日本が本来は原子力潜水艦を保有して、抑止力を発揮すべきなんでしょうか。
日本も原潜は作れると思うのですが、菅首相に「日本が買います」と言ったら、まるくおさまりませんかねぇ？

As an adjective, "having the character of a beginner; befitting a novice," from 1520s. とあります。中世ラテン語のnoviciusでしょうか。とにかくnovは「新しい」という事を覚えておきましょう。novel、innovate、renovate、、結構あります。ちなみにnovelって「小説」の意味もありますが、「斬新な」の意味もあります。
意味
Oxford Learner's Dictionariesによれば、a person who is new and has little experience in a skill, job or situationと説明があります。「新人、初心者、新米、新参者、未熟者」です。つまり、beginnerと同じ意味です。

菅首相が総理大臣を引き継いだときには菅首相は外交初心者として見られていたが、最大の貿易相手国である中国との関係悪化・低迷に対処してきた。中国との緊張に加えて、日本の安全保障にとっての台湾の重要性についての与党の一部の議員からの意見があり、台湾を領土の一部と見なしている中国からの苛立ちを引き起こした。
補足
presided overは、to lead or be in charge of a meeting, ceremony, etc.の事です。downturnは、a fall in the amount of business that is done; a time when the economy becomes weakerです。文頭のseenから始まる文章は分詞構文で、譲歩の意味の「～であるけれども」になると思います。
