そんな中で、九州電力と関西電力は、原子力発電を稼働しており、他の電力会社よりは収益は上がってます。が、安全対策で巨額の投資をしているため楽ではないでしょう。

Oxford Learner's Dictionariesによれば、to come safely through a difficult period or experience と説明があります。「(嵐・困難など)を切り抜ける、乗り切る、乗り越える」です。「嵐を乗り越える」と同じ感覚です。
