さて、政府は火曜日、日本の実質賃金は5か月ぶりに上昇したと発表しました。

実は、これは、計算の仕方、つまりインフレ調整の影響を受けているようです。

所定内給与は前年比0.4%増の24万3870円、 所定外給与は同4.4%増の1万8461円。ボーナスなど特別に支払われた給与は前年比7.6%増の1万1841円と2カ月ぶりにプラスに転じてます。

これじゃ全く実感がないですね。数字遊びのような気もしますが。。。

 語源 

discretionは、Etymology Dictionaryによれば、from Old French discrecion and directly from Medieval Latin discretionem (nominative discretio) "discernment, power to make distinctions," in classical Latin "separation, distinction," noun of state from past-participle stem of discernere "to separate, distinguish" とあります。古フランス語のdiscrecion、そして中世ラテン語のdiscretioから来てるようです。それらはラテン語のdiscernereが由来でしょうか?「区別する」と言う意味らしいです。dis-「完全に」+cernere「ふるいにかける」に分解されます。

 意味 

Oxford Learner's Dictionariesによれば、decided according to the judgement of a person in authority about what is necessary in each particular situation; not decided by rules と説明があります。「裁量に任された、一任された」です。もとの意味の「区別する」は、物事の良し悪しを判断できるという事なので、「裁量に任す」と言う意味になったと容易に想像されます。

 補足 
slashは、to reduce something by a large amountで、「~を大幅に削減する」です。
