今日は"As Putin gets desperate, the world should remember Pearl Harbor"と言うOPINION記事からです。
wherewithalは初です。レベル22の単語なので、かなりレアです。
さて、プーチンちんも追い込まれて来ましたが、この先どうなるのでしょうか？
これを想像する良い例として、第二次世界大戦時の日本の事があげられています。当時日本は領土拡大の為に近隣諸国へ侵攻を行いました。
日本は、その当時、エネルギーの殆どをアメリカから輸入していました。この侵攻で経済制裁を食らいましたが、これは、今のロシアが受けているものよりもしんどかったでしょう。
アメリカに勝てると信じている日本人はほとんどいなかったようですが、追い込まれている事で、とうとう戦争へ突入してしまいした。
ロシアも同様です。多分負けるでしょうが、唯一当時の日本と異なるのは核を持っている事です。プーチンちんが、自分の政治生命、身の危険、ロシアの経済破綻を危惧し始めたら、核を使う可能性はあるでしょう。それほど馬鹿なヤツとは思いたくないですが。

where+withalで、withalはEtymology Dictionaryによれば、from Middle English with alle (c. 1200), superseding Old English mid ealle "wholly" (see with). とあります。中英語のwithalle、これは古英語のmid ealleから来てるようです。
という事で、where+withalは意味が全く想像できません。
意味
Oxford Learner's Dictionariesによれば、the money, things or skill that you need in order to be able to do something と説明があります。「～何かを成し遂げるための手段や能力や資金」です。

戦争が長引くにつれて、米国と西側諸国はロシアへ強力な制裁を課し、プーチンちんが支払う代償をつり上げ、徐々に戦い続けるための手段を彼から奪うでしょう。今後、それらの制裁が成功に近づくほど、プーチンちんが屈辱的な敗北を受け入れるか、勝利を期待してプーチンちんが攻撃を増大させるかというプーチンちんが今後直面する選択を、西側諸国はより明確にするでしょう。
補足
humiliatingは、making somebody feel ashamed or stupid and lose the respect of other people、 salvageは、to manage to rescue something from a difficult situation; to stop a bad situation from being a complete failureです。英語のまま理解した方が良さそうです。
