さて、香港で、世界の金融機関首脳を招いた「金融サミット」を開催されました。
金融ハブの復活を目指しているようですが、まぁ、人や会社は集まらないでしょうね。
言論の自由がなく、下手なことを発言したら、拘束されてしまう国には行きたくないですね。

Etymology Dictionaryによれば、"foreknowing, having knowledge of events before they take place," 1620s, from French prescient (15c.) and directly from Latin praescientem (nominative praesciens), present participle of praescire "to know in advance," from Latin prae "before" (see pre-) + scire "to know" (see science).です。
フランス語のprescient、ラテン語のpraescientem（praescireの現在分詞形）が由来のようです。praescireは、praeは「前もって」＋scire「知る」と分解されます。

サミットのテーマである「不確実性を超えてナビゲートする」は、土壇場で何人かの上級幹部が撤退したという報告があるなど、前途多難なスタートを切った後、先見性を証明した。その週が終わりに近づくにつれて、そのメッセージがどれほど説得力を持っていたかは今のところ不明である。

rocky startは、「前途多難なスタート」の意味です。
how convincing that message wasのconvincingは形容詞で「説得力のある」の意味です。
