さて、最近の政府調査によると、94.7%の人がロシアに対して「友好的ではない」という状況であり、多くの人がロシア人に対して否定的に感じていることを示唆しています。
一方で、出入国在留管理庁によると、日本には2022年時点で約10,000人のロシア人が住んでおり、その大部分は永住者だそうです。そして、2022 年 2 月 24 日の侵攻に続く数日間、彼らの多くは、他のロシア人や日本人と一緒に、戦争に抗議して東京の街頭に繰り出しました。
ヨーロッパではロシア人という事で差別的なことも若干あるようですが、日本ではなさそうです。悪いのはロシアの政府であり、プーチンであり、ロシア人に戦争の責任はなく、むしろ中国人と同じように被害者だと思います。

Etymology Dictionaryによれば、from Middle English teynten "to convict, prove guilty" (late 14c.), which is partly from Old French ataint, past participle of ataindre "to touch upon, seize" (see attainder). from Latin tingereです。
中英語のteynten（一部は古フランス語ataindre「触る」の過去分詞ataintから）、ラテン語のtingere「触れる、さわる」が由来のようです。
意味
Oxford Learner's Dictionariesによれば以下です。

戦うか逃げるかを余儀なくされたウクライナ人が同情の声を浴びている一方で、ロシア人は、暴力的な戦争を引き起こした国に属する人々として、多くの人の目には悪と見られている。
補足
outpouringは、a strong and sudden expression of feelingです。in the eyes ofは、「多くの人の目には」というそのままの訳が良いようです。
訳がいまいちかもしれません。
