今日は"Suga-Biden summit offers chance to hash out a plan on China"と言う記事からです。

今週、菅首相とバイデン米国大統領との会談が予定されてます。

菅義偉首相は、米バイデン大統領が初めて直接会って会談する外国首脳になります。

やはり、中共や北朝鮮などのならず者国家が周辺にいるので、日本の軍事拠点としての重要性が増したことが影響していそうです。

G7の中で唯一、人権問題で中国に制裁を科さないとしている日本ですが、この会談で明確に「NO中共」を表明して欲しいものです。

Etymology dictionaryによれば、"to push slightly with the elbow," 1670s, perhaps from Scandinavian (compare Norwegian nugge, nyggje "to jostle, rub;" Icelandic nugga "to rub, massage"). Figurative sense of "give a hint or signal to," as by a covert touch, is by 1831.

スカンジナビア生まれの単語のようです。肘で軽く押すという意味ですね。

意味

Oxford Learner's Dictionariesによれば、to push somebody gently, especially with your elbow, in order to get their attentionや、to push somebody/something gently or gradually in a particular direction と説明があります。前者は「（物理的に）軽く突く」、後者は「説得する」でしょうか。

補足
rivalryは、意味を容易に想像できますが、a state in which two people, companies, etc. are competing for the same thingの事です。
