今日は"Japan needs a major carbon tax hike, former vice minister says"と言う記事からです。
curbは以前も紹介しましたが、意味があやふやになってました。この単語はレベル6、英検準1級以上、TOEIC® L&Rスコア730点以上です。
さて、今日は、元財務官で国際金融情報センターの玉木林太郎理事長の、2050年までに温暖化ガス排出量を実質ゼロにするカーボンニュートラル目標を達成するには、環境税を早急に引き上げる必要があると言う話からです。
日本は住民税とか、所得税とか高い割には、ガソリン１リットル当たり0.76円の課税水準はかなり低いですね。これは政府が企業の顔色を見てるからですね。
CO2排出量に応じて課税するカーボンプライシングは早く導入した方が良いと思います。このようなやり方で人々のマインドセットが変わっていくように政府は早急にやらないといけないですね。

Etymology Dictionaryによれば、late 15c., "strap passing under the jaw of a horse" (attached to the bit of the bridle and used to restrain the animal), from Old French courbe "curb on a horse" (12c.), from Latin curvus, from curvare "to bend," from PIE root *sker- (2) "to turn, bend. とあります。
この説明を見て思い出しました。確か、curve「曲がる」も同じ語源で、馬の動きをコントロールするための頭絡のストラップを意味してます。ラテン語のcurvareが由来です。
意味
Oxford Learner's Dictionariesによれば、something that controls and puts limits on something、もう一つは、the edge of the raised path at the side of a road, usually made of long pieces of stoneと説明があります。前者は「（活動などの）抑制、制限」、後者は「歩道の縁石」です。

補足
steepは、rising or falling quickly, not graduallyのことで、「急な」の意味です。
