さて、韓国外務省は12日、国会で元徴用工というか、いんちき徴用工問題解決に向けた公開討論会を開き、既存の公益法人「日帝強制動員被害者支援財団」が日本企業の賠償金を肩代わりする案の概要を明らかにしたそうです。
被告の日本企業の謝罪は困難との認識を示すと同時に、「日本が過去に表明した『痛切なおわびと反省』を誠実に維持・継承することが重要だ」と強調しました。
一度解決・合意したことに対して何を言ってるのでしょう？と言いたくなりますね。
また、韓国財団が賠償金を「肩代わり」することになった場合、韓国財団が被告となっている日本の企業に対して、肩代わりした分の賠償金の返還を求める権利(求償権)を行使するはずで、永遠に終わらない気がします。
日韓請求権協定で個人に支払うお金を韓国政府が一括して受け取り、それを全部インフラ整備に使ってしまったのですから、韓国政府自身が支払う全責任があるんだと思います。だから、肩代わりなんて、ちゃんちゃらおかしいのです。

pass onは句動詞で、to give something to somebody else, especially after receiving it or using it yourselfのことです。
