今日は"Telework target remains elusive"と言う記事です。
このcongregateは2回目なので復習になります。
さて、テレワークに関して、昨年４月の首都圏の在宅勤務率は43.5％、昨年の11月は38.5％だったそうで、少し下がっています。
企業規模によって数値はだいぶ違うようです。が、、
多くの人々が在宅勤務を許可する企業で働きたいと考えていると思います。
在宅勤務が人材を惹きつける要因のひとつになるんでしょうね。在宅制度のない会社は若者に見向きもされなくなりそうな気がします。

Etymology dictionaryによれば、mid-15c. (implied in congregated), "accumulate," originally of fluids in the body, from Latin congregatus, past participle of congregare "to herd together, collect in a flock, swarm; assemble," from assimilated form of com "together" + gregare "to collect into a flock, gather," とあります。ラテン語のcongregareが起源です。「一緒に、集まる」感じです。
gregareが「集まる」というイメージを頭に植え付けておいた方がよさそうです。
意味
Oxford learner's dictionariesによれば、to come together in a groupとあります。つまり「集まる」、「～を集める」です。

東京と近隣都道府県のコロナ感染を抑えるために、政府が出した2回目の非常事態宣言における重要な対策は、労働者がオフィスに集まるのを防ぐことである。出社することで、勤務後に外食する可能性が高くなるからである。
after hoursは、何の事かと一瞬思いましたが、「仕事が終わった後に」の事です。
