今日は"Behind Suga’s delayed virus action"と言う記事からです。

確かに菅首相の政策は結果として後手後手になっているような気がします。

二階幹事長に忖度して非常事態宣言を躊躇していたのではないかと言う見方もあるようです。

二階氏は当初、非常事態宣言に反対していたそうです。

親中だし、多くの国民は辞めてほしいと思っているのではと考えます。

Etymology dictionaryによれば、from French proximité "nearness" (14c.), from Latin proximitatem (nominative proximitas) "nearness, vicinity," とありますので、ラテン語のproximitasが語源です。

ラテン語のpropeが「近い」という形容詞で、これの最上級がproximusですが、これが名詞になったのでしょうか？

Oxford learner's dictionariesによれば、the state of being near somebody/something in distance or timeとあります。つまり「(時間・空間・＜関係＞の)近いこと」です。

政府は、感染を抑制するために人々の動きを止めるための強力な対策を実施することに明らかに消極的であるが、それは主に経済への悪影響に対する懸念のためである。自民党の幹事長であり、菅首相の主な支持者である二階氏は政策決定に近いところにいるので、政策の考え方がコロナ感染に対する危機意識を反映していないように見える。

the proximity of Nikai以下の訳し方はちょっと戸惑といましたが。。どうでしょうか？
