さて、新型コロナウイルス関係の法案に関して、罰則への異論が相次いだため、与党も妥協して合意することになりました。

自民党や公明党の要職にある人が、緊急事態宣言下の夜に銀座のクラブなどに通っているので、足元を見られたのでしょう。

 語源 
Etymology dictionaryによれば、late 14c., "to choke, suffocate, drown," of uncertain origin, possibly an alteration of Old French estouffer "to stifle, smother" (Modern French étouffer)とあるので、語源は定かではなさそうですが、古フランス語のestoufferの可能性があるようです。おおもとはゲルマン系でしょうか。

 意味 

Oxford learner's dictionariesによれば、1)stifle somethingで、to prevent something from happening; to prevent a feeling from being expressed、2)to feel unable to breathe, or to make somebody unable to breathe, because it is too hot and/or there is no fresh air、1)は「～を鎮圧する、（声や感情）を抑える」、2)は「～を窒息させる」です。

赤ちゃんのよだれかけをスタイと言いますが、関係があるのでしょうか？

衆議院は金曜日、与党と最大野党が刑事罰の規定を撤廃し、罰金の額を下げることで合意した後に続き、新しいコロナウイルスの感染を防ぐための法案の議論を開始した。

 補足 
provisionは、いろいろ意味がありますがコアな意味は「提供」でしょう。今日のprovsionの意味は、a condition or an arrangement in a legal documentです。
