今日は"Coronavirus emergency for Tokyo and Osaka region set to start Sunday"と言う記事からです。

政府は、東京、大阪、京都、兵庫県を日曜日から5月11日まで非常事態宣言下に置くようです。

なにせ、国内のCOVID-19症例の震源地である大阪府は、水曜日に1,242件の新たな感染を報告してますし、しょうがないです。

しかし、この3度目の緊急事態は期間が短いですね。。。

一方で、今度は、東京五輪も近いし、以前よりも制限が厳しくなるかもしれません。

そのうち、1都3県の3県にも非常事態宣言が出されるのでしょうか？

Etymology dictionaryによれば、"to struggle, scuffle, wrestle confusedly," late 15c. (transitive); 1630s (intransitive), Scottish and northern English variant of touselen (see tousle). とあります。

Scottish and northern英語のtouselenに遡るようです。乱闘の意味ですね。

意味

Oxford Learner's Dictionariesによれば、 tussle (with somebody/something)で、 to fight or compete with somebody/something, especially in order to get somethingと説明があります。「（欲しいものを得る為に）取っ組み合いをする」です。

政府と地方政府は、パンデミックが発生してからの3回目の緊急事態下での対策がどれほど厳しいものであるべきかをめぐって激しく言い争っている。より厳格な制限は、経済の回復を遅らせ、あえいでいる企業に大きな打撃を与える可能性がある。

補足
dealと言えば、deal withで「～を扱う」ですが、今回は他動詞で、「〈…を〉分配する，分ける，配る」の意味です。ちなみに名詞では「取り引き」の意味もあります。基本的な意味は、「分配する」という事ですが、これがどのようにして「扱う」と「取り引き」と言った意味に変遷していったかは謎です。
