今日は"LDP and Komeito unlikely to win majority in Tokyo assembly, dealing blow to Suga"と言う記事からです。

coat+tailと分解できると思いますが、よくわかりませんね。 

さて、4日の東京都議会議員選挙で、自民党は都議会第1党となったものの過去2番目に少ない議席数で、目標としていた自民・公明両党での過半数にも届きませんでした。

また、選挙前は45議席で第1党だった都民ファーストの会でしたが、議席を減らし自民党とは2議席差で第2党となりました。

公明党は23人の候補者全員が当選、平成5年の都議会議員選挙以降、8回連続での全員当選となりました。

共産党は、選挙前の18議席から1つ増やして19議席を確保しました。

選挙前8議席だった立憲民主党は、15議席に伸ばしました。

今回の都議選は、秋までに行われる衆議院の前哨戦ですが、LDPはどうなるでしょうか?

Etymology Dictionaryによれば、c. 1600, "flaps formed by the lower back of a coat," from coat (n.) + tail (n.). In 17c., to do something on one's own coattail meant "at one's own expense." Meaning "power of one person," especially in politics, is at least from 1848 (in a Congressional speech by Abraham Lincoln); expression riding (someone's) coattails into political office is from 1949. とあります。

燕尾服やモーニングンなどの上着のすそを意味しますが、やがて、政治の世界で、「弱い候補者をも同時に当選させる力」という意味へ派生していったようです。

 意味 

Oxford Learner's Dictionariesによれば、on somebody’s coat-tailsで、using the success and influence of another person to help yourself become successful と説明があります。「(選挙などで借りる)威光、虎の威」のことで、応援してもらう大物政治家などを指すことが多いようです。

2017年の都議選では、自民党は小池東京都知事が創設した地方政党である都民ファーストの会に衝撃的な敗北を喫した。当時は、大物政治家の支援で新たに立ち上げられた政党であった。NHKによると、今回の都議選では、都民ファーストの会は現在の議席数45に対して、調査では20から35へ落としている。

 補足 
upstartは、​名詞では、a person who has just started in a new position or job but who behaves as if they are more important than other people, in a way that is annoyingという事で、成り上がりもの的なニュアンスがあるようです。これの形容詞なので、「成金の、最近になって出現した、新しく起こった、成り上がりの」という意味になりますか?
