今日は、ワクチンの接種歴やPCRなどの検査歴をもとに感染リスクが低いことを証明する新型コロナのワクチン・検査パッケージの話です。
ワクチンの２回接種か、ＰＣＲ検査の陰性を証明すれば、飲食店を利用する人数や時間制限が緩和される実証実験が１５日、沖縄県内２店舗で始まりました。
利用者側には不便はないようです。一方、店側は「ワクチン接種などを確認する心理的なハードルは高い」としています。どういう結論になるか、よくわかりませんが。
政府専門家委員会は、ワクチン接種を受けても感染のリスクを完全に排除することはできないと強調し、発生が悪化した場合はワクチン・検査パッケージシステムを一時停止することを検討するよう当局に伝えたようです。
このような対策は、次に来る第六波で評価・判断されるものと思います。

Etymology Dictionaryによれば、from Latin incurrere "run into or against, rush at, make an attack;" figuratively, "to befall, happen, occur to," from in- "upon" + currere "to run"とあります。ラテン語のincurrereが由来のようです。in-はuponとありますが「中へ」と、currere「走る」から構成されてます。電流を意味するcurrentもcurrereから来てましたね。という事で、「災いに向かって、災いの中を走る」と解釈すれば良いようです。

Oxford Learner's Dictionariesによれば、f you incur something unpleasant, you are in a situation in which you have to deal with it と説明があります。「（好ましくないこと）を招く、被る」と言う訳になります。

過去23か月間、全国の飲食店は、パンデミックの強弱に合わせて、強化されたり、緩和されたりと様々な対策の対象になってきた。時には、レストランやバーは早めに閉店してアルコールの販売を停止するように促されたが、一方で、別のレストランやバーは、場合によっては数週間、完全に閉店するように指示されたりもした。その際、指示に従わない場合は、重い罰金を払う事を覚悟しておく必要があった。
補足
the ebb and flowは、the repeated, often regular, movement from one state to another; the repeated change in level, numbers or amountの事です。ちなみにebbはebbは「引き潮」、flowは「満ち潮」ですね。heftyは、(of a person or an object) big and heavyです。
