夏の参院選を控えて、権利の制限を盛り込んだこの法案が国会論戦で争点になるのを避けるためです。
今年6月までに司令塔機能をはじめとする体制や自治体との関係など中長期的な課題を洗い出した上で、法改正を考えていくことを念頭に置いているとの事です。

Etymology Dictionaryによれば、late 14c., contencioun, "strife, dissension, quarreling," from Old French contencion and directly from Latin contentionem (nominative contentio) "a vigorous struggling, a contest, a fight," noun of action from past-participle stem of contendere (see contend). とあります。動詞のcontendの名詞形ですが、contendはラテン語のcontendereが語源です。con-か強調の意味＋tendereは「伸ばす、張り合う」という意味です。
意味
Oxford Learner's Dictionariesによれば、anger between people who disagree、a belief or an opinion that you express, especially in an argument と説明があります。前者は「闘争」なのでdisputeですね、後者は「論争」です。語源からも納得です。
a bone of contentionはイデオムで、a subject that causes people to disagreeの意味です。つまり、「争いのもと、不和の種、議論の論点」の事です、

run-up は、a period of time leading up to an important event; the preparation for thisの意味です。triennialは、happening every three yearsです。
