わざわざこんなことしなくても、TPPにもう一度入って、中共外しをやれば良いと思いますが。。

wind downは、to bring a business, an activity, etc. to an end gradually over a period of time、うまい訳が無いですが「終わりに近づく」とかですかね。whirlwindはa situation or series of events where a lot of things happen very quicklyです。
