さて、ロシアのウクライナ侵攻は、冷戦時代の終わりの「象徴」となり、国際社会は「歴史的な変曲点」に直面すると、外務省は火曜日に発表した年次政策報告で述べました。
日本は 2023 年の外交青書でも、インド太平洋地域での海上軍事活動を強化している中共に対して、より強硬な姿勢を示し、報告書で初めて、「グローバル・サウス」諸国との協力を深めることを約束しています。
一部の国は「歴史と価値観に対する独自の見方と自己主張に基づいて、既存の国際秩序に対する挑戦的な態度を強めている」と指摘し、明らかに中国とロシアを非難しています。
日本は、頻繁に行われる中国とロシアの日本の領土近くでの合同軍事演習を注意深く監視すると述べていますが、日本が報告書で両国の軍事関係に懸念を表明したのは初めてとなります。
そして、ロシア敗戦後は、中立状態のグローバル・サウス（アジア、アフリカ、ラテンアメリカなどの地域の発展途上国を総称する用語）が、どちらの陣営につくのかが、より重要になっていると述べています。

Etymology Dictionaryによれば、from French rapprochement "reunion, reconciliation," literally "a bringing near," from rapprocher "bring near," from re- "back, again" (see re-) + aprocher (see approach (v.)). Generally in italics until 1880s.です。
フランス語のrapprochement「再会、和解」が由来と言うか、そのものです。re-は「再び」、aprocherは所謂approachの事です。

The change reflects recent moves toward rapprochement following South Korea's solution proposal, announced in March, to its long-standing dispute with Japan over a wartime labor compensation issue that had soured ties between the Asian neighbors. *1
