さて、今日は久々に洋上風力発電の話です。実はこれらが、ミサイルを検出するために使用されている自衛隊のレーダーを妨害しているらしいです。
具体的には、自衛隊レーダーシステムは、物体からの電波の反射波で物体の位置を検知しますが、大型の風力発電は、電波を遮断したりするため、ミサイルや飛行機の検出が困難になるらしいです。
一部の沖合を含む１０以上の場所が洋上風力発電のプロジェクトの変更または調査の対象となっているようです。
ある国防省当局者は、「防衛力のバランスを取りながら風力発電の導入を実現するために、システム設計の見直しを検討したい」と述べています。
ちなみに、日本風力発電協会によると、2021年末現在、日本には合計2,574基の風力発電機が設置されています。

Etymology Dictionaryによれば、"to put a harness on a draught animal," c. 1300, from Old French harneschier "make ready, equip, arm," from harnois (see harness (n.)); figurative sense "to control for use as power" is from 1690s. とあります。古フランス語のharneschierが由来のようです。輓獣に付ける馬具、ハーネスの事らしいです。
意味
Oxford Learner's Dictionariesによれば、to put a harness on a horse or other animal; to attach a horse or other animal to something with a harness、 to control and use the force or strength of something to produce power or to achieve something と説明があります。前者は語源と同じ意味なので言うまでもありませんが、後者は前者から派生した意味で、「を役立てる、生かす、用いる、利用する」のことです。

補足
toutは、to try to persuade people that somebody/something is important or valuable by praising them/it の事です。embraceは、to accept an idea, a proposal, a set of beliefs, etc., especially when it is done with enthusiasmです。
