Etymology Dictionaryによれば、from Late Latin exorbitantem (nominative exorbitans), present participle of exorbitare "deviate, go out of the track," from ex "out of" (see ex-) + orbita "wheel track" (see orb). General sense of "excessive, immoderate" is from 1620s; of prices, rates, etc., from 1660s. です。
ラテン語のexorbitare「逸脱する、軌道から外れる」の現在分詞であるexorbitantemが由来のようです。ex-「～から」、orbita「軌道」が合体した単語です。

Oxford Learner's Dictionariesによれば、(of a price) much too highと説明があります。「（価格・要求などが）適正な範囲を超えた、法外な」の意味です。
