「新しい資本主義」を実現するという岸田首相自身の選挙公約を早く実現してほしいものです。内容はさっぱりわかりませんが。

destineが英英辞典にないとは言っても、destinedはdestineから来てるようでEtymology Dictionaryによれば、from Old French destiner (12c.), from Latin destinare "make fast or firm, establish," from de- "completely, formally" (see de-) + -stinare (related to stare "to stand") from PIE *steno-, suffixed form of root *sta- "to stand, make or be firm."
Originally in English of the actions of deities, fate, etc.; of human choices or actions, "predetermine, as by divine decree," from early 16c. です。
古フランス語のdestiner、ラテン語のdestinareが由来のようです。元の意味は「しっかり立つ」でしょうか。ちなみにdestinationも同じ語源を持ちます。

Oxford Learner's Dictionariesによれば以下です。
(1) having a future that has been decided or planned at an earlier time, especially by fate
destined for something：He was destined for a military career, like his father before him. 「～の運命にある」
destined to do something： We seem destined never to meet. 「 ～する運命にある」
