さて、政府は来年秋から健康保険証とマイナンバーカードの統合を目指し、医療機関は今月から医療保険機能付きマイナンバーカードの受け入れを原則義務付けられるという事を、みなさんご存じでしょうか？
いろいろ難しい問題が出ているようです。例えば、介護施設の入所者は、医療機関に行く際に保険証の提示が必要ですが、認知症の方も多く、保険証の管理をどうするのかと言った問題。
そして、そもそも、まだマイナンバーカードを取得していない人も大勢います。
デジタル庁によると、3月26日現在、マイナンバーカード保有者の65.9％が健康保険証に関連付けをしています。しかし、国民のマイナンバーカードの申請率は76.1%で、国民の約24%がまだ申請していません。
特にスマートフォンを持っていない人や、お年寄りの方には申請すること自体が難しいと思われます。
「マイナンバーカードの取得は、任意のはずです。保険証を廃止して事実上取得を強要するのは間違っている。」と言う意見もあります。

古フランス語のeligible「選ばれるのにふさわしい」、後期ラテン語のeligibilis「選ばれるかもしれない」、ラテン語のeligere「選ぶ」が由来のようです。ex「外に」＋legere「選ぶ」と分解されるという解説があります。

The government explains that eligibility certificates will be issued for people who don’t apply for My Number cards or who don’t integrate health insurance functions into their My Number cards, so that they can continue to receive medical treatment covered by health insurance. But the certificates will be valid only up to a year, although they can be renewed. *1
