多分このsolicitって複数回登場してます。
さて、現在、世界中の企業で、いわゆる「中国撤退」「中国離れ」と呼ばれる動きが加速しているそうですよ。
特に「新型コロナウイルス」の感染拡大により、中国に拠点を持つ外資企業の「中国離れ」「中国撤退」の動きが加速したようです。
日本政府は生産拠点の国内回帰や多元化を図るための補助金を採択しました。
アイリスオーヤマやHOYA、シャープやサラヤ、テルモなどがこれを利用して、生産拠点を中国から移管することを計画しています。
いいですね。
でも撤退時に、さまざまな局面で中共が介入してくるそうです。いやはや。

語源
Etymology dictionaryによれば、early 15c., soliciten, "to disturb, trouble," from Old French soliciter, solliciter (14c.), from Latin sollicitare "to disturb, rouse, trouble, harass; stimulate, provoke," from sollicitus "agitated," from sollus "whole, entire" + citus "aroused," past participle of ciere "shake, excite, set in motion" (from PIE root *keie- "to set in motion"). という事で、ラテン語のsollicitareが語源です。
それも、sollicitusから来ているという事でしょうか？分解すると、sollus「完全な」＋citus「揺らす」となるようです。
意味
Oxford learner's dictionariesによれば、to ask somebody for something, such as support, money or information; to try to get something or persuade somebody to do somethingとあります。「誘う、嘆願する、懇願する、懇請する、せがむ、求める」という意味です。
語源の「完全に揺らす」は、徹底的に人を揺らして何かをさせるという解釈をすれば、何となくわかりますが、苦しいですね。

政府は昨年予算で、このプログラムに3,060億円を割り当て、これまでに146件の申請を承認した。 さらに多くの応募を募っており、さらに2,108億円がプログラムに割り当てられている。
earmarkは、to decide that something will be used for a particular purpose, or to state that something will happen to somebody/something in the futureで、「～を取っておく」という意味です。
